Homeland Security in North Carolina is directed by the State Administrative Agent (SAA), NC Dept. of Crime Control and Public Safety Secretary Reuben F. Young. Grants management and planning activities are coordinated by the NC Division of Emergency Management (NCEM) Homeland Security Branch on behalf of the SAA.

Since its creation in 2003, the NCEM Homeland Security Branch has assisted local and state partners in the securing of federal funding and the development and implementation of capabilities to address North Carolina's ability to prevent, protect, respond and recover to all hazards, both man-made and natural. The NCEM Homeland Security Branch continues to coordinate the implementation of the State Homeland Security Program with local, state, federal and private partners.
